On 16 September 2026, the Joint War Committee (JWC) revised the Hull War, Piracy, Terrorism and Related Perils Listed Areas, issuing the new JWLA-035 circular.
The latest update amends the definition of the Listed Areas in Europe, specifically regarding the Black Sea.
Amended – Europe:
- Black Sea: Black Sea excluding territorial waters of adjoining countries other than Russia and Ukraine.
The Europe Listed Areas are therefore now defined as:
- Sea of Azov;
- Black Sea, excluding territorial waters of adjoining countries other than Russia and Ukraine;
- all inland waters of Ukraine, including inland waters within Crimea and other Ukrainian territories under Russian control;
- Inland waters of Russia within the following areas:
- River Don, from Sea of Azov to vertical line at 41° E
- River Donets, from River Don to Ukraine Border
- All inland waters of Belarus south of horizontal line at 52°30’N.
To provide shipowners and operators with a clear overview of the areas concerned, Filhet-Allard Maritime has updated its War Risk map in accordance with JWLA-035.
